Thanks to our friend Brad Benner who gave me a wider look of the problem, I found out that If you go to "local Security Settings" (in a Windows 2003 Server Environment) expand "local policies" and then "User Rights Assignment" in the right panel you will find a policy object "Create Global Object" double click on that and add the user or group that's having problems, that seems to work very well, try that and let me know.

This solved it right away, you can just add the 'users' (security group), and that should fix it. By default, when you click to add a user, you have to click on 'location', and tick the checkmark next to groups, otherwise it will only let you add a user account, not the 'users' group.
