Outlook Express does not come with its own spell checker. It used the one
installed with Office. Unfortunately, Microsoft decided to remove this feature
starting with Office 2007. Take a look at these articles for more info;
After installing Office 2007 RTM, you don’t have English as a choice of language
in the spell checker of Outlook Express and potentially other programs.

If you upgraded from Office 2003 and still have the installation media for that
version the easiest solution to
this problem is to install the Office 2003 Proofing tools. That's how I got
around this issue. You will need to perform a custom installation. The Proofing
Tools can be found under Office Shared Features.
