Terminal Server Desktop

I wanted to know if there is a way via Group Policy or another tool to set up
a desktop "image" for all the users in my domain logging into our Terminal
Server. I want a simple desktop with Four shortcuts to office programs.

I also see that "Security Configuration Wizard" is a shortcut on every users
desktop. How can I remove that?

Nevermind I went into ALL USers profile and set both up there

Depends on what you want to do. If you just want add a couple Icons on
the desktop for all users, then go ahead and use the ALL Users.

If you want a common desktop amongst users, you can make any necessary
changes using Group Policy and editing the Default Users profile on the
local server.
