Empty Roaming Profiles

Windows 2008. When users logon with RDP they always get the message that
their profile did not load and that no changes they make will be saved. If
I delete the profile and login to create it, I get the users profile folder
created, but it's empty. I checked the security on the folder. Just the
System, Administrator and the user have full control.

Anyone have any idea why it's coming up empty? Is there some
security/permission that I'm missing???

Check that the user is owner of the folder.

Yes, the user is the owner.

Everyone, Full Control.
Have even tried seting up a new share. Does the same thing. Creates the
usersname.V2 folder and nothing else.
