Yes, Windows 2008 also has Remote Desktop for Administration (that's
what you are using now on your 2003 servers).
Terminal Service means what you call "application mode" (this
terminology has changed from W2K to 2003). So installing TS is not
recommended on servers which run other roles, but Remote Desktop for
Administration is OK (and you don't have to install that, just enable
it).
