Error: Add Licensing

Hi,
I'm trying to add additional 400 Win 2003 TS User CALs on two Terminal
License servers and after I enter client license key pack ID I got error
message:
The License Server Activation wizard was unable to install the client
license key pack. Please verify your entry and try this operation again.
Message Number: 0x13a7.

At present, each servers are activated and have 200 Win 2003 TS User CALs.

In the event viewer I found only one event regaring to licensing:
Source: TermServLicensing
Type: Warning
EventID: 41

Description:
Can't initialize module because of error 'Missing policy module registry
entry for product Microsoft Corporation, company 005.

Could someone help me to solve this issue?

Not exactly the same error, but close:

932453 - You receive an error message when you try to install
Terminal Services Client Access License by using automatic
activation after you configure Terminal Services on a Windows
Server 2003-based computer

I'd try to use the telephone method instead, i.e. call the
Clearinghouse.
