I gather that Windows 2008 Terminal Services has improved support for
usb devices. But it's hard to discover specifically how far that support
goes. How do I determine if usb footpedals are going to work?
Transcriptionists use usb footpedals to control the playback of
dictations.

If I understand your question correctly, you want to know if usb footpedals
will work inside TS session in Windows 2008. I guess you will have to try it
out on a Windows 2008 machine. We have tested various USB devices with TS in
Windows 2008, but I do not know if we have tested this particular device.

How about a Philips Speech Mike Pro Plus LFH5276? What to pass both key press
and audio.

You really have to test it in a test environment.
A known problem is a time delay when pressing the footpedal, which
causes the loss of the first couple of words each time the
dictation is started again after pausing it.
