This is listed in the FAQ:

Q. How long do customers have to obtain their transition CALs, if they are
eligible?

A. Transition CALs must be obtained before June 30, 2007. This does not
change the fact that customers must have owned the license rights for
Windows XP Professional as of April 24, 2003, in order to qualify.
