I came accross this interesting article regarding problems when running
Adobe's Flash in both Vistas (x86 and x64).

Essentially what the author claims is that, if you have recurring prompts
for installing Flash even if you did a zillion times, you might want to try
this:
"For Vista (32 bit):
Open File Explorer
Navigate to C:\Windows\System32\Macromed\Flash
Right-click on FlashUtil9f (or whatever version you downloaded)
Select Run as Administrator
If you haven't turned UAC off, then you'll get a prompt. Let the wizard
install
Enjoy Flash
For Vista x64:
Open File Explorer
Navigate to C:\Windows\SysWOW64\Macromed\Flash
Right-click on FlashUtil9f (or whatever version you downloaded)
Select Run as Administrator
If you haven't turned UAC off, then you'll get a prompt. Let the wizard
install
Enjoy Flash"
