1. Every site must be a different subnet. It probably already is,..but if
not it needs to be or you are screwed.
2. Use the Sites Object and Subnets Object in AD. This is the mechanism for
WAN Topology to maintain AD Replication over WAN Links and to manage what DC
the users log in to. Users will always log into the DC that is in the same
AD Site that they are in,...and the Site is identified by the Subnet (hence
every location needs to be a different subnet).
Research the use of AD Sites from MS's Site or via whatever other
documentation you might have.
