Is there a way, in GPO, to stop the Server Manager screen from automatically
starting when a user logs into Terminal Server?

Are then Administrators because that shouldn't show up if they're only
users.

I believe the Server Manager screen is for Administrators only.

When you say "users" do you mean ALL of your users or just
your admins?

If you mean ALL your users, you may want to investigate if
they are in the Admin group and why you have them there.
