WUS breaks on VistaSP1 after installing Access 2003

I'm building a VM with Vista SP1 for a developer to use offshore. It
seems that whenever I install Access 2003, I cannot get internal
updates from our WSUS server. Using the Windows Update UI, I keep
getting error 8024400E. This happens whether I try to go internal
(WSUS) or external (windowsupdate.com) through our proxy server. The
only difference is when I look for external updates, I get some
updates offered (no offers, just error when I go internal). But when
I hit install, I get prompted to reauthenticate to our proxy server
and then the updates fail.

Our proxy server uses NTLM to allow direct access (no ID/password
prompting) to web sites and this works for the browser. I tried
running "netsh winhttp set proxy proxy_server_name" then reboot but no
luck.

It seems that there is communication between the client and WSUS
server so I'm left clueless. Any thoughts please? I need to get this
VM turned over soon.

VM Config:
VMware w/s 6.03, 1GB RAM allocated, 30GB vmdk, Ethernet: NAT, Remote
Display: disabled, Appliance View: disabled. VM is Vista SP1 with all
current patches.
APPS: Quicktime (current), MS PowerShell, McAfee AV 8.5i, McAfee HIPS,
McAfee ePO agent, Flash 9.0.124, Acrobat Reader 8.12, DNF v3.5, Sun
JRE 6 update 5, WinZip 9.01 SR1, VMware tools v7.2.9.

VMware HOST is VPN'd into corporate and NAT is the only way to keep
VPN tunnel and have VM talk to corporate LAN. This also works fine
until Access comes into play.

Lastly, before you blame the McAfee products, It all works great
BEFORE Access 2003 is installed. Any help is greatly appreciated.

Well, I remembered reading the Advisory, but since I don't have Office 2003
anywhere, I didn't pursue it further - from the problem description in the
post from PA Bear (which included the problem description from SaxDaddy),
the Advisory seemed possibly useful.

The download package from http://support.microsoft.com/kb/954960 is a .cab
file, that contains a .msp file. Windows Explorer (XP, 2003, Vista, 2008)
should be able to expand the .cab file so you can extract the .msp file.

The More Information section of the above KB article has instructions for
applying the update via a Command Prompt. I followed the instructions there
on my Windows Server 2008 64 bit server with WSUS installed and it appears
to have installed correctly - the file version (%ProgramFiles%\Update
Services\WebServices\ClientWebService\bin\Microsoft.UpdateServices.WebServices.Client.Dll)
is now 3.1.6001.66.

If you have Server 2003, I suspect it will install correctly if you double
click the extracted copy of KB954960_x64.msp.
