Windows Embedded Standard & TS Web Access

I am having problem with XPe and TS Web Access.

I'm using XP Embedded Standard which comes with the latest rdp 6.1 client,
but when I try to access TS Web Access on Server 2008, I get the generic
message about requirements. I can successfully connect to 2008 using rdp but
not the web interface.

When I go to the site it never tries to load the activex control
mstscax.dll, I even tried regsvr32 but nothing.

Does anyone have any ideas?

Also, I added the site to trusted and lowered the settings.
