Windows 2003 Server R2 Can't access remotely via Remote Desktop

I need some serious help on this. I have done everything I can think of to
access this server remotely. I keep getting this error:

To logon to this remote computer, you must have Terminal Server User Access
permissions on this computer. By default members of the Remote Desktop Users
Group have these permissions. If you are not a member of the Remote Desktop
users group or another group with these permissions, or if the Remote Desktop
Group does not have these permissions, you must grant these permissions
manually.

I have tried updating the server, rebooting it, adding the permissions
manually, tried logging in as a different user with full admin permissions,
nothing seems to work.

Help me please!!!!

Sounds like you're running Windows 2003, is that correct?
What is the role of the server in the domain, member server or DC?

On a default installation of a member Windows 2003 server, the only
thing you have to do after installing Terminal Services is to add
the users to the *local* built-in group on the server which is
called "Remote Desktop Users".
