recovery process?

What's the basic recovery method for the following scenario?

1) Windows Server 2003 Standard (runnign purely as the single network domain
controller)
2) A small 15-user network, single domain
3) Have a good "system state" backup available from ntbackup
4) Hard drive failed / server crash.

Recovery method???...

1) Replace failed hard drive
2) Reinstall Windows 2003 Standard fresh
3) Run restore of "system state" backup?

Any glaring gotchyas to be aware of?
