How large is the file?
What OS are the clients?
Does it happen to every file or every user or certain ones?

It indicates a possibly issue with NetBIOS disabled or the client's IP
config maybe incorrect. Can you post an ipconfig /all from the server and
the client that is having the issue please?
I have experienced similar issue and will refer to Meinolf Weber's post as
this was the issue with my situation.
