Windows Vista Task Scheduler message display should be on top of other windows.

I posted this question somewhere else and got no replies, so I'll try putting
it here.

I can get Task Scheduler to display a message. However, if I am actually
USING
the pc then the message gets shunted to the back of the screen, and is
"displayed" BEHIND the open windows. It also has a pathetic little "ding"
sound as the audible warning.
In other words the reminder is hidden and doesn't remind anything. It is
pretty damned useless like this (as much use as a chocolate teapot) and I
can't find the option to display the message ON TOP of the other open windows
(to be any good it should display on top by default), if such is even there,
and one should have an option to make the audible warning a LOT louder (a
foghorn by comparison).
