How do i restart terminal server services ?

How do i restart terminal server services on windows server 2003 without
restarting the server? I have a remote server. i can ping to the server and
access shared folder. but all of a sudden i can't do RDP on it?

By TS2003 desing it is not possible to restart service, you will need to
restart server.

You can't. It's been that way since Windows Server 2000....
