No "Repair" option when booting?

I am trying to do a repair install. When I boot from the CD, I don't
get a repair or recovery option, it does "Setup is inspecting" and
then goes into a fresh build sequence (loads drivers, asks me to
select a partition).

The CD is SP2, and I know the install is SP3. I know that means I
should do a slipstream. However, previous to that I wanted to see the
repair option at least appear... and it doesn't.

Thoughts?

the sp2 cd cannot repair
your sp3 system. at best
the cd can downgrade
your system to sp2.

the same differences
are also found between
sp2 and sp1.
