question regarding license 2003 standard

I need some quick help regarding licensing on my new Windows 2003
Server.
New machine from Dell. I purchased with 15 additional CALS (user)
licenses.
I don't think they are installed by Dell but not sure. I am going to
use this machine as a standalone server/not a DC ie in Workgroup
mode. I have the certificates and I selected "user/device" when
prompted during setup.
When I click on Licensing, I get "The License Logging Service is not
running ..."
Any help on making sure that I have all of the licenses are active.

Hello jawdoc,

If you are not talking about the "Terminal server CAL's" you can ignore the
License logging service. There is no option available to control the licensing
with per device/per user licensing. You have to control your licenses by
hand and make sure that you have all needed licenses at hand in the case
that you will be controlled.
