I understand that the recommended minimum speed for active directory
connections is 512Kbps. But I wonder, if I only need the
authentication features of active directory with no policies or
roaming profiles can I have a remote site connected using a 128K frame
relay line? Has anybody tried it?

I haven't, but if you go into a GPO, and look at the security and account
policies, if there is an option for a speed threshold, these are the ones
that do not get applied. This is important especially for the Default Domain
GPO to apply to all machines, which require a faster link to be functional.

Did you download and read the Microsoft article I previously posted? Very
informative about how to setup AD and branch offices.
