changing an expired password

We are running a 2000 sp 4 domain.
Most machines have been promoted to 2003Server I still have 2 to promote
then I will promote the domain.

When users change their password (when it expires), users claim that they
change the password, hit enter, and when they try to log back on, the new
password does not work.

What does work, is nothing or a blank password.
Any suggestions?

Internet Explorer Newsgroup Setup Instructions
Published: August 27, 2001

Follow these steps to access Internet Explorer newsgroups using Outlook®
Express.

1.
Print out this page for easy reference as you go through the steps.

2.
Launch Outlook Express. You may be asked whether you want to make Outlook
Express your default e-mail program. If you don't have Outlook Express installed,
you can download Outlook Express from the Internet Explorer 6 Downloads page.
(You will need to download and install Internet Explorer 5.5 or Internet
Explorer 6.)

3.
On the Tools menu in Outlook Express, click Accounts.

4.
In the Internet Account dialog box, click the Add button, and then click
News.

5.
In the Internet Connection Wizard that appears, type your name in the Display
name field, and then click Next. Type your e-mail address in the e-mail address
field, and then click Next.

6.
Type msnews.microsoft.com in the News (NNTP) Server field.

7.
Click Next. Click Finish, and then click Close.

8.
When asked, "Would you like to download newsgroups from the news server
you added?" click Yes.

9.
In the Newsgroup Subscriptions dialog box, type inetexplorer to display
all Internet Explorer newsgroups. Click the newsgroups you're interested
in, then click Subscribe, and you're ready to go!


If you have a newsreader other than Outlook Express installed, please follow
the instructions for your product to access the newsgroups.
