That's because the required Windows Component named "Volume Control" needs
to be installed or uninstalled/reinstalled. (Start>Settings>Control
Panel>Add/Remove Programs>Windows Setup tab>Multimedia>Details button. It's
at the bottom of the list.
FACT: You cannot decently maintain a Windows OS without the installation
files. Suggest you get a set. If you don't have the disk, use Find>Files &
Folders to search for files named WIN98*.CAB and see if several dozen don't
show up. If they do, the folder they are in is your Windows installation
source and you should make a CD copy or two of that folder in case you ever
need to reinstall the system (presuming it includes Setup.exe, which, if
there are dozens of CAB files, is pretty likely.)

You might also want to download BootIt NG from
http://bootitng.com/bootit-next-generation.htm, run the EXE to create a
floppy installation disk (or CD ISO to create a CD version), boot to the
installation disk, let it load, but CANCEL at the installation prompt. That
will drop you Maintenance Mode where you can click on Partition Work. Look
at the display of your HD's partitions. What's listed there. Perhaps a
hidden Restore partition or two?
And just what make/model is that machine, anyway? Or the motherboard model
number if yours is a "whitebox".
