Terminal Server Slow Performance

I have been having an issue with a Terminal Server in a Small Business Server
Standar Edition Environment.
I have attached the Terminal Server as instructed to the Domain. First
created the Server and then ran the connect computer via IE. It worked fine.
Original problem was related to Terminal Server slow performance. We
upgraded the Server from 4 GB of RAM to a hefty 12 GB of RAM. I know the
limitation of the $ GB in a 32 bit environment but I figured that it would
allow a better performance - since it never hurst to have plenty of RAM. The
server is a dual Xeon processor and so far I have tried making changes and
tweaks to the registry to see if I can improve on the server speed and have
not gotten good results.
Sometimes I connect to the server as user and I open an application and find
it standing in an hour glass for a while until it opens... then it goes in
cycles that allow me to work and run applications.. then does the same .. no
response and the hour glass until again allows me access to the apps...
I am not to proficient in this terminal servers but at least I know we did
not do a baseline simply because the users at the time were minimum but now I
have close to 15 remote users that use this machine as a virtual desktop.
I would like to request guidance on the issue and see if I can find out what
is the cause of the slow performance.
I checked viruses, spyware, etc and there is none. I have run
defragmentation, I have tried all the possibilities. Increased the size of
the virtual memory fro 4 GB to 18 GB split in two disks... 4 GB in C and 12
GB on D.,
I have done what I can whitin the limitation of knowledge.

I need help..

Have you removed your anti-virus on the server? have you run perfmon to see
what areas may be causing issues? Have you disabled Data Exection
Protection?

Jeff,

Thank you for your prompt response. I have not done so but if I have to run
Perfmon what counters should I look at?
I will disable the data exec Protection and see if that helps.

the information you need to run perfmon and what counters to look for and
hhow to read them.
