Was this behavior seen before you installed SP3?

Is the machine currently fully patched at Windows Update? *Can* you
successfully install any updates offered at Windows Update?

Yes all updates installed, but sadly I didn't see SC before I installed SP3.
However the other 2 PC's are fine with SP3 loaded. I caught up with the last
couple of updates on the 'new machine' after i noticed the 'problem' - Could
there be a .dll missing or damaged?

Don't rely on Automatic Updates at this point. Check in at Windows Update
and see if you can successfully install any available updates.

Anything's possible, I assume. First, see if the behavior persists after
uninstalling SP3.
