Everything should always be installed while in install mode.

It is also recommended that all software be installed:

1. From the console (except on 2008 which doesn't have a console session).
This can be accessed via mstsc.exe /console, and mstsc.exe /admin on version
6.

2. When no users are logged onto the server

3. When you have a valid backup or system image.

Jeff, I don't think I agree with you here.
I don't put the TS in install mode when installing admin tools that
no normal user should ever touch. Like a backup client and a
monitoring client.
Do you mean that such application should also be installed with the
server in install mode? If so, why?

We also go in app-mode mode for installing suchalike tools/apps, because
they likely won't touch HKCU/Software. But can it harm?

Actually, the Kaspersky Antivirus documention mentions that it supports
terminal servers but doesn't say to install it in TS-Install mode.
