Cannot Copy File: It is being used by another person or program

I have a windows 2003 server sp2.
Recently I've been getting complaints from users that they are unable to
move/delete/rename some of their files that reside on the server.
When I go to look to see if the files are open via Computer Management, the
file are not open. It is not a security issue as I am unable to do the same
as an administrator.
I tried downloading and installing the Unlocker program but it doesn't work
with these files either.
The only way I've been able to get around it is to reboot the server, which
is not an option as it is my domain controller. I've tried searching around,
but I've not been able to find anything useful.

Oh, and yes, I have all the latest patches.

might tell you what's going on. Note that it will require a server reboot
after installation. If it does not then perhaps one these tools will help:
net session
net file
openfiles.exe
handle.exe (www.SysInternals.com)

Thanks for the quick response! I probably won't be able to schedule a reboot
for a few days so I took a look at all the other tools you listed, and the
file in question doesn't show up! :(
