KB953838 IE7 fails with SP3

The IE7 Security Update KB953838 has been repeatedly failing to install with
the Error Code: 0x8007F0F1. The machine is XP 5.1 (Build
2600.xpsp.080413-2111 : Service Pack 3). The Windows Update Agent seems to
be version 7.2.6001.784.

Any ideas how to proceed with this files incompatibility?

It appears that the system 'thinks' that the update branch is sp3bta,
SP3 beta. You're not alone in this, Martyn. Suggest you contact MS:

Did you EVER have a beta or Release Candidate build of WinXP SP3 installed?

What anti-virus application or security suite is installed? What
anti-spyware applications (other than Defender)? What third-party firewall
(if any)? Were any of these applications running in the background when you
installed or uninstalled any version of WinXP SP3?

in box 2 select all boxes - must select Fix Windows Installer: first
in box 3 select all boxes - must select Fix Windows Update: first
in box 4 select all boxes - must select Fix SSL/HTTPS/Cryptsvc: first
in box 5 select Programming cores/runtimes

Click on Go.
Wait till it completed and run it a second time (this ensures that all
DLL's are running that need to be running.)

Go into Windows Update in a fresh IE instance.

install updates. This should work.
