TS 2008 event 1004

Hi,

We have a:
Windows 2003 domain
Windows 2008 TS licence server with per user TS licences installed
Windows 2008 terminal server set to per user mode

Both Winows 2008 servers are member servers of the domain. Licence server is
a member of TS Licence servers group. Terminal Server is a member of TS
Computers group on licence server. Licence server diagnostics reports that
everything is OK. Terminal Server licensing diagnostics reports that
evberything isd OK and reports the correct number of licences available.

Every time a user connects there is a 1004 - unable to issue a licence
event. There are no other related events on either the terminal server, the
licence server or the domain controller.

I have tried all steps suggested in the following article to no avail:

Hi,

Event 1004 is logged even if a user successfully logs on to a Windows
Server 2008-based terminal licensing server that has "Per User" terminal
licenses installed: "The terminal server cannot issue a client license".
However, this event is misleading because the license is successfully
issued. Therefore, this event may confuse administrators and cause
unnecessary troubleshooting efforts. This hotfix will be included in
Windows server 2008 SP2. When it is available, you can install SP2 to
remove this issue.

In addition, generally, we can follow the methods below to troubleshoot
Event 1004 problem. However, if your client can be issued a TS licensing,
you don't need to try these steps. I list these steps here just for your
reference.

1. Let's try and set a preferred License Server on the Terminal Server.
This needs to be done in the registry on the Terminal Server, and it is
described here:

2. This issue can occur if the Terminal Server Licensing Server is
installed as an Enterprise License server.

Checked the license server discovery -> Discovery was not happening

1.Configured the below registry key on terminal server

2. Locate and then click the following key in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters
3. On the Edit menu, point to New, and then click Key.
4. Name the new key "LicenseServers".
5. Locate and then click the following key in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\TermService\Parameters\
LicenseS
ervers
6. On the Edit menu, point to New, and then click Key.
7. Name the new key "<ServerName>" where <ServerName> is the NetBIOS name
of the license server
3. Event ID 1004 is logged when a thin client tries to obtain a Terminal
Services license

Hi Morgan,

I am not sure that a licence is allocated despite the message. The licence
server does not report that any of the installed licences have been
allocated.
