Problems with the certification service

hello,
I have the problem, that I couldn't start the certsrv service.

I get events 7024 in system event protocoll
The Certificate Services service terminated with service-specific error
2147746132 (0x80040154).

and event 10016
The application-specific permission settings do not grant Local Launch
permission for the COM Server application with CLSID
{D99E6E74-FC88-11D0-B498-00A0C90312F3}
to the user STUDENTS\administrator SID
(S-1-5-21-484763869-507921405-1417001333-500). This security permission can
be modified using the Component Services administrative tool.

The knowledgebase entry
http://support.microsoft.com/kb/246208 did not work, because it is for win
2000 servers.

in the application protocoll I get event 17
Certificate Services did not start: Unable to initialize the database
connection for Student Root CA. Class not registered 0x80040154
(-2147221164).

Can somebody help?

regsvr32 certadm.dll
regsvr32 certcli.cll
regsvr32 certdb.dll
regsvr32 certenc.dll
regsvr32 certmgr.dll
regsvr32 certpdef.dll
regsvr32 certtmpl.dll
