Default Domain Policy : the same for you ?

When i right click on Default Domain Policy (in the GPMC), i see that the
second item
("applied") under modify is not checked...
And tt's the same thing for "Default domain controler policy" ...

Is it like that in your organisation ??

Is it by default apply althougt is it not checked ??
