Is there a way to force users to use TS gateway server?

Hi all,

Is there a way to force users to use Gateway server to make rdp connection
to the Windows 2008 TS? some users did not change seeettings to us TS
gateway server but they still can make connections. How am I sure that these
people use secured TS gateway to connect windows 2008 TS?

set ip filters on your router such that remote users cannot connect to the
servers directly.
