Issues with XP SP3

I have just upgraded to SP3, but met up with some problems associated with
keys.
First, I have Chinese and Japanese input method installed. But after the
upgrade, the ctrl + space and alt + shift key for swiching between input
methods no longer work in some (not all) programs, e.g. Microsoft Word,
Internet Explorer. But they do work with Notepad.
Second, the Google Desktop search bar (the bar that appears when hitting
"ctrl" twice") no longer appears after hitting "ctrl" twice.
I am sure this is with SP3 since no similar problem occurs until I installed
it on my HP laptop. I have successfully replicated it with another HP laptop,
btw.

The only post-SP3 thing related to IME is this KB article:

You could probably try installing it for kicks. Did you already try
re-installing the IMEs? It may be that SP3 caused them to become
unregistered in some way or with some applications.

Try also reinstalling the Google Desktop. I think it was updated
recently so maybe the current version will address this.

Well it is not really due to Japanese IME, and actually the other laptop I
replicated the same result on has only Chinese installed.
The Google desktop application is also up-to-date.
Now I have already uninstalled XP SP3, and the problems are gone.
The SP3 experience is perhaps the worst nightmire ever. Besides the problem
in this thread, I have also met problems such as I can't rotate the
orientation of screen with ATI Driver version lower than 8.5, etc.

Free unlimited installation and compatibility support is available for
Windows XP, but only for Service Pack 3 (SP3), until 14 Apr-09. Chat and
e-mail support is available only in the United States and Canada. Go to
http://support.microsoft.com/oas/default.aspx?gprid=1173 | select "Windows
XP" then select "Windows XP Service Pack 3"

Tip: Uninstall Google Desktop then install the current version.

The issue with the ATI driver, was resolved with newer drivers, I
think. And it's also impossible to determine what you may have on your
computer that is tripping things up. Many people have had a very
successful SP3 experience. You can always bring up the issue with the
Japanese and Chinese IME's to Microsoft and see what they say about
it.

Why? Please state in detail what exact reasons you needed to get a new
version of Windows on?
