Make sure you really do have your computer set to PM and not AM.

According to the guys in the Windows 2000 general newsgroup, my posts are
apparently dated 12 hours ahead. I'm showing that as I write this, the time
is 8:37 PM Pacific Daylight Time. My posts in Outlook Express also
correspond to my time. Can anyone tell me the date/time stamp for this post
in this newsgroup? I'm also going to post this on the msnews.microsoft.com
server as well.

properties on the taskbar, the date and time do show PM, not AM. What's
strange is that when I look at the time of your post in OE, it's time
stamped 11:50 AM on the 17th, which means that per what I see your reply was
posted 9 hours before I posted the my question. Why would I be seeing the
opposite of what you see?

UTC -1600 would put you in Western Australia (e.g., Perth), but then the
date would be Fri., 19 Sept 2008.

You need to adjust both your date and time zone (which should be UTC -0700
for PDT currently).

And if you were, in fact, in WA and your date was correct, the UTC offset
(right now) would be +0800

That's better.
AFAIK, there is no such thing as UTC -1600, despite it showing in his
headers.
