I'm just wondering if it is possible to restore a back-up file using the
command-line?

Thanks,

Which "restore command line tool" are you referring to? The one that came
with DOS? It does not exist under Windows NT and its various successors.

For the benefit of others it would be useful if you stated the answer you
found in KB 814 583. Since you were wondering how to do it, others might
wonder too! Here is how it goes: "To restore files, use the Backup and
Restore Wizard.".
