16bit programs suddenly don't work anymore

Hello,

I have a weird problem where on one of our Windows XP SP2 computers
suddenly won't run 16bit programs anymore. The same 16-bit software
that worked fine last week and works fine on all the other computers
(including computers with identical software, hardware and settings)
just won't budge. I doubleclick the icon and nothing happens. We have
of course tried reinstalling it, and uninstalling, deleting all files
and registry settings and reinstalling it to no avail. I can see
Wowexec gets loaded in task manager but there is no trace of the
application.

I assume a temporary virus infection, which is no longer evident or
software installation overwrote or damaged something. Either way, it's
broken, the question is: How to fix it?

I have googled up other solutions and none of them work for me (and no
files or registry entries were missing, other than the VGA font files
that I replaced and play no role as the program has a windows GUI).

What else should I try?

Have you tried System Restore?

We don't use system restore because it destroys setups by half-restoring
the system state. Besides it would not help if the problem reoccurred.

Thanks, but I already tried that. Also, there is no error message, it
just doesn't work.
