SP3 fails with Access is Denied error

OKI was just running the SP3 and it failed. The relevant part of the setup
log is:

There is nothing here to tell me what part(s) of the registry it is trying
to access. TechNet probided no help. Does anyone know what to do at this
point? IF you need the whole setup log, I have it.

If I where to install SP3 I would choose to download the
file and not use Automatic Updates.
Where to download the SP3 installation file:
(File is large but will only install components that your PC requires)

Your PC must be at least SP1 or SP2 level as SP3 will not
install on XP Gold.

I would also create an "Image Backup" of my drive prior
to installing SP3 just in case you do have problems.
Don't have any Image Backup software:
Try "True Image" (has a 15 day trial version available)

If you use Zone Alarm Firewall (Free or Paid) then update to
version 7.0.483.
Warning do not install ZA version 8.0.xxx as it currently has
problems.

Thanks you for your input. I took the clean boot idea from your response and
paired that with a article I did finally find in TechNet #949377. I also
downloaded the servie pack again. ( I never do SPs from MSUpdate.) It is now
installed.

I get Access is Denied when trying to disable msconfig for the Clean
Boot...
