I can't hurt to try the link I gave you. If that doesn't work, I'll email it
to you. You must understand, you ARE online. It's just that your Internet
Explorer browser is broken. IE is only one tool that uses the internet. Your
OE can send and receive, and I'm quessing most other tools that use the
internet -- except browsers, apparently -- will also function on the
machine. Understand: When you say that two different browsers failed to get
online, it suggests that maybe IE Repair or forced reinstallation may not
fix the problem. It still needs to be done, but it may not fix the problem.
I can guess what happened in general terms, but I would have to be sitting
in front of your machine in order to trace the trail. I'm hoping that the
cleanup tool will be the one that saves the day.
I don't know if using that download link requires IE to function properly,
and even so, since IE is broken in part, the download functions may still
work. So give the link a try. It definitely can't hurt anything.
As a last resort, or just because you want them, I have a two-CD set of
updates for Windows 98/98SE and ME. The first one is a CD put out by
Microsoft in Feb 2004 that updates the system to that point in time,
including IE6SP1. The second CD includes all those updates that are offered
at Windows Updates after installing the Feb 2004 package. This makes it
possible to take a fresh installation of Win98/98SE/ME to fully patched
without going online. I ask $3 to cover costs (CDs, packaging and postage.)
You have uninstalled Avast, correct? Safe Mode is often not the best place
to install/uninstall apps. (However, there are exceptions, like the Avast
cleanup tool.) Instead, you should consider these procedures:

(Ignore the reference to another article on Security. I have to get off my
butt and update that article, but for now it's too obsolete with regard to
recommended applications, so I killed it.)

--How to uninstall our software using aswClear.exe:
1. Download aswClear.exe on to your desktop
2. Start Windows in Safe Mode
3. Open (execute) the uninstall utility
4. If you installed avast! in a different folder than the default, browse
for it. (Note: Be careful! The content of any folder you choose will be
deleted!)
5. Click REMOVE
6. Restart your computer
