You could use an external serial modem in place of the internal one.
That should cost peanuts in the second hand market.

A cheap speed upgrade would be an AMD K6-2 450MHz CPU. Use the x2 CPU
clock multiplier setting (this translates to 6x) and an FSB speed of
75 MHz. You may be lucky and find an AMD K6-3 that works with your
motherboard.

Alternatively, overclocking your existing CPU would cost you nothing.
You could try 75 MHz x 5 (375 MHz) or 75 x 5.5 (412 MHz) or 66 x 6
(400 MHz, use the 2X setting). You might need to bump up the CPU core
voltage a little if the system becomes unstable. The jumper settings
in the manual appear to follow a binary pattern with JP1 being the
least significant bit and JP4 the MSB. Based on this assumption, I
have added those settings marked with an asterisk.

Thanks for suggestions but I haven't the slightest idea what you are
talking about.

As I said above I know about programs but when it comes to system
forget it. Anything done in the box it has to go to the shop.

Use as is or new system is what I have to decide now.
